Local Work Group Summary for Carrizozo
Introduction:
The Carrizozo Field Office is located in the western and southern portions of
Lincoln County and the eastern portion of Socorro County in south central New
Mexico. The field office area is comprised primarily of native grazing lands
that are open grasslands on the rolling plains, and juniper-pinion savannah on
the toe slopes and valleys of the Capitan, Jicarilla, and White Mountains. The
mountain slopes are covered with Ponderosa pine and mixed conifer primarily on
Lincoln National Forest lands, Approximately 4,500 acres is irrigated pasture
and orchard adjacent to the Hondo, Ruidoso and Bonito Rivers.
Local Work Group:
The Local Work Group met on October 18, 2005. In addition to the attendees,
meeting notices were sent to all on the LWG mailing list. The Local Work
Group completed the review and recommendations of the information for the
Carrizozo Field Office EQIP program.

Priority Resource Concerns:
Calculations of potential funding using the formula based on acreages of each
land use showed potential for Forestry work, but most forested private/state
lands in the county are in urban and built up areas and are not designated for
commercial forestry. Grazing Land remained the main resource concern with 90%
funding and Water Resources at 10% funding.
Funding Considerations:
Funding will initially be allocated at 90% to the grazing land
resource concerns and 10% water resource concerns as shown on the agenda with
discretion given to the DC to adjust funds as needed.
Cost Docket:
The southeast area cost docket will be used.

The Local Work Group adopted the southeast area list of eligible practices.

Cost Share Rates, Incentive Payments and Caps:
The eligible practice list shows cost-share rates as corrected, and
recommended by the Local Work Group.
Cost-share rates are recommended to be 75% for Brush Management (PRC 314)
practices to maintain continuity with the present cost-share rates on contracts
for brush management. A 75% cost-share incentive is also recommended for brush
management because of the low rate of financial return to the cooperator and the
increase of benefits to the public from removal of woody species and the
subsequent increase in water quality and quantity and reduction in runoff and
erosion from treated areas.
All other practices are recommended to be cost shared at 50% because benefits
are more site specific. It is recognized that all practices should not only
benefit the affected area, but also benefit the surrounding area.
A $50,000 per practice financial assistance cap has been established for all
practices.

Ranking Criteria:
The ranking criteria worksheets for Grazing Lands and Irrigated Cropland for
last year was adopted without changes to reflect a continued emphasis on brush
management. The recommended ranking sheets are attached with criteria listed to
show emphasis items, and continuity between EQIP program years.

Timelines, Evaluation Periods:
All applications must be submitted by January 27,
2006.
