R. David Fischer graduated from Carlsbad High School in 1966 and received a BS Degree in Agricultural Engineering from New Mexico State University in 1971.  Following a tour in the United States Army, he received a Master of Engineering Degree in Irrigation from Utah State University in 1975.   He was the Irrigation Engineer for Olokele Sugar Company from 1975 through 1979 and Field Engineer for Mauna Loa Macadamia Nut Company from 1979 though 1982.  He has worked for the USDA from 1982 to the present in five different positions in Hawaii and New Mexico, as follows:

  • Island Engineer in Hilo, Hawaii

  • Design Engineer in Santa Fe, New Mexico

  • Water Quality Specialist in Las Cruces, New Mexico

  • Water Management Engineer with the USBR in Las Cruces, New Mexico, and

  • Engineering Specialist in New Mexico.

He is a registered Professional Engineer in New Mexico and Hawaii.
