Posing a problem to Rosabeth Garcia-Sais is no problem. She has a passion for
finding solutions to thorny issues and difficult circumstances. She has made it
her purpose to support the agency’s field personnel in New Mexico under all
circumstances – pursuing her total commitment to the NRCS mission of “helping
people help the land.”
To accomplish this Garcia-Sais turns to her ability to view a situation from
several perspectives, and then make decisions based on what is in the best
interest of the agency, its partners, and producers. Since being in her current
position she has worked to streamline her agency and make it work more
efficiently, preparing a State Efficiency Plan and implementing several actions
including consolidating and co-locating offices where there were more than one
in a given location. With the concurrence of the state conservationist, she has
ensured offices can provide more efficient and secure services by upgrading work
environments.
Her talents are being recognized nationally, and she has served on NRCS’s
Business Operations Development Team to assist the agency’s headquarters in
upgrading the structure of its administrative functions.
This
behind-the-scenes dynamo has established excellent working relationships with
her counterparts in other agencies to realize good reimbursable agreements for
shared expenses via standardization. She has spearheaded solutions to proceed
through budget issues, and aided in utilizing technical service provides to meet
the agency’s needs. |
