2003 Environmental Quality Incentive Program

Local Work Group Summary for Santa Rosa

Introduction:

The Guadalupe Soil and Water Conservation District (SWCD) is located 120 miles east of Albuquerque New Mexico, on the breaks of the Great Plains. Land ownership is predominately private, with a small amount of state and Bureau of Land Management. The majority of land is used for agricultural production. There are 1,853,017 acres of rangeland, 4,480 acres of irrigated cropland, and 2900 acres of dry cropland.

Local Work Group:

The Local Work Group met on March 26 at the Ag Service Center in Santa Rosa, NM. Those present were, Soil and Water Conservation District Supervisors, Albert Perez, Charles Serrano, Alfredo Flores, Dominic Perez, Secundino Rivera and Delores Noe, also present were members of the FSA County Committee, Louis Sanchez, Karla White, Alfredo Flores and Earl Sena the CED and Robert Abercrombie, District Conservationist with NRCS.

Priority Resource Concerns:

Brush Control, Grazing Management and Irrigated Cropland.

Funding Considerations:

The funds will be divided 90% Grazing land and 10% Irrigated land.

Cost Share Rate and Incentive Payments:

The group wants the cost share rate to be 65% for all practices and have an incentive payment of $5.00/acre for prescribed grazing when required and a one time payment for prescribed grazing in order to achieve over 75% rest in the growing season.

Timelines, Evaluation Periods:

An additional evaluation period is not anticipated for FY 2003.  The most recent period ended on March 14, 2003.
