Local Work Group Summary for Roswell
Local Work Group:
The Roswell FO Local Work Group met December 10, 2003. A copy of the mail out list and the attendees are attached. The LWG discussed and agreed by consensus to the following items.
Resource Concerns:
The group agreed the resource concerns Grazing lands, Water resources, and Livestock manure mgt. adequately addresses the main resource problems in the FO area.
Funding Considerations:
The LWG recommended the funds to be allocated as follows;
Grazing lands 50% Water Resources 25%
Livestock Manure mgt. 25%
The possibility of some adjustments of these percentages was discussed with the group. The work group was in concurrence that exact percentages are not practical and that due to total applications or final contract request some adjustments will need to be made.

The attached cost docket is a result of the group’s consensus. The prices listed and changed from the original are from actual cost on file, contractor quotes, and prices from other field offices (ex. drip systems).

Cost Share Rate and Incentive Payments - Please refer to the link for
specific information.
The group recommended that cost-share rates remain at 50% for all cost share items except for brush management. It was felt that a majority of brush mgt. benefits are related to the total watershed health and are therefore more public than private. Also, due to the high cost of brush mgt. and the limited short term return to the producer they recommended the rate be continued at 75%.
Practice Limits: The LWG recommends that a single contract practice limit of $100,000 be set on Grazing lands, $65,000 on Water resources, and $50,000 on Livestock manure management.

The attached ranking criteria was reviewed and approved by the LWG (attached criteria for Grazing lands, Water resources, and Livestock manure mgt.).
Ties: The LWG recommended the following criteria be used as a tie breaker:
1 - Percentage of total tract in contract.
