2004 Environmental Quality Incentive Program

Local Work Group Summary for Santa Rosa

Introduction:

The Guadalupe Soil and Water Conservation District (SWCD) is located 120 miles east of Albuquerque, NM, on the breaks of the Great Plains.  Land ownership is predominately private land with a small amount of State Land and Bureau of Land Management lands scattered throughout the County.  The majority of the land is used for agriculture production on rangeland and farmland. 

Local Work Group:

The Local Work Group met on December 23, 2003 at the Ag Service Center in Santa Rosa, NM.  Those present were, SWCD Supervisors Sec Rivera, Charles Serrano, Alfredo Flores, Dominic Perez, Albert Perez, and SWCD District Clerk Delores Noe.  Representing the Farm Service Agency were County Committee members Karla White, and Luis Sanchez, Frank Glover (FSA District Director), and Melecia Flores (FSA Program Technician).  Also present were Johnna Bruhn (NMDA), Gino Lujan (CES-NMSU), Kenneth Walker (NRCS-Area Conservationist), D’Llaynn Bruce (NRCS) and Don Ashby, Jr. (NRCS-Acting District Conservationist).

Priority Resource Concerns:

The LWG agreed on the following priority listing of Resource Concerns for Guadalupe County and recommend they be addressed in the FY 2004 program:

  1. Grazing Lands—brush management, fencing, and water developments
  2. Irrigated Cropland—irrigation pipeline, irrigation land leveling and structure for water control.

Funding Considerations:

The funds will be divided 90% Grazing Lands and 10% Irrigated Cropland.  It was decided that the money could be moved between these two resources, as needed, to fund as many contracts as possible.

No changes were made from the FY 2003 EQIP Program.

Cost Share Rate and Incentive Payments - Please refer to the link for specific information.

The LWG recommended that the cost share rate would be 65% for all practices and an incentive payment of $5.00/acre would be set for prescribed grazing in order to achieve greater than 75% rest during the growing season.  A $50,000 ceiling was established per practice which includes incentive payments.
