Local Work Group Summary for Santa Fe
Introduction:
The following are recommendations from the Local Work Group representing the
Santa Fe – Pojoaque Soil and Water Conservation District. The Santa Fe Field
Office services the district. The area is typified by small farms along
tributaries to the Rio Grande in the north and large ranches in the southern
part of the district. Crops grown are alfalfa, grass pasture, apples, truck
crops and some specialty crops such as flowers.
Local Work Group:
The Local Work Group represents the Santa Fe – Pojoaque Soil and Water
Conservation District boundaries which consist of the northern three quarters of
Santa Fe County and small area of southern Rio Arriba County. The area includes
the Cities of Santa Fe and Los Alamos, and four Tribal Governments. The Local
Work Group has had representation from The Santa Fe Pojoaque SWCD, Farm Service
Agency, FSA County Committee, Pojoaque Pueblo, Tesuque Pueblo, Northern Pueblos
Agency BIA, Santa Fe County Extension, State Land Office, Santa Cruz Irrigation
District, NMDA and various other entities. The Local Work group held its last
meeting on November 10th 2004.
Priority Resource Concerns:
The Local Work prioritized the areas resource concerns as follows: The Local
Work Group also listed land status and political boundaries as a concern in
addressing resource concerns.
- Water Conservation
- Water Quality
- Rangeland Management
- Siltation of Irrigation and Flood Control Reservoirs
- Flooding
- Urban Expansion
Funding Considerations:
The Local Work Group has decided to allocate funds utilizing a 60% water
resources and 40% Grazing lands formula.
Cost Docket:
The Local Work Group adopted the Cost Docket from 2004 with amendments and
updated average costs for 2005 provided by the District Conservationist.

Eligible Practices:
The Local Work Group adopted the attached list of practices; no limitations
on quantity were assigned.

Cost Share Rates, Incentive Payments, and Caps:
The Local work group recommends that practices that directly affect water
conservation, water quality, which is the highest priority resource concern set
by the Local Work Group be cost shared at 75%. The Local Work group recommends
practices that indirectly affect their priority concerns should be funded at 65%
and practices with little or no affect on the priority resource concerns are
recommended at 50%. The Local work Group is not recommending Incentive Payments
this year.

Ranking Criteria:
The Local Work Group adopted Ranking Criteria for two landuses Irrigated
Cropland and Grazing Lands, with points assigned for practices that address the
Priority Resource Concerns. Ties will be broken with section 1 as highest
priority, then section 2 and so on. Applications not attaining a minimum of 40
points will be assigned a low priority. These applications may be considered
for funding after all other higher ranked applications are funded, and if there
are funds remaining in the Field Office allocation.

Timelines, Evaluation Periods:
All applications and any supporting documentation must be submitted by
January 28, 2005. If a second evaluation period is established in 2005 there
will be a public notice issued.
