State Technical Committee

The State Technical Committee functions in an advisory capacity and has no implementation or enforcement authority.  Committee functions shall apply to all conservation programs administered by NRCS.  Topics and issues for consideration are:
  • technical information, data and analysis
  • recommendations on technical issues
  • recommendations on conservation management systems
  • recommendations on technical standards, including conservation practice standards
  • recommendations on highly erodible land exemptions and appeals
  • wetland protection and restoration guidance
  • criteria to evaluate bids or offers for enrollment in the Wetland Reserve Program (WRP)
  • recommendations on criteria to evaluate bids or offers for enrollment of environmentally sensitive lands in the Conservation Reserve Program (CRP)
  • recommendation to address common weed and pest problems found on CRP acreage
  • establishment of the Wildlife Habitat Incentives Program (WHIP)
  • establishment of criteria and guidelines for new conservation practices and systems not already described in the Field Office Technical Guide (FOTG)
  • establishment of criteria and priorities under the Environmental Quality Incentives Program (EQIP)
  • development of wetland restoration plans

The State Conservationist will establish and chair the committee. The membership will include professional resource managers representative of a variety of disciplines in soil, water, air, plants, wetlands, wildlife management, and related natural resources sciences. Meetings may be called by any USDA agency as needed to assist with issues.  In NRCS, the State Conservationist will take the lead for scheduling and holding meetings.  Each State Technical Committee shall provide public notice of and permit public attendance at meetings considering issues relating to conservation programs.
